“When I reported the issue with the light, I was told to use the room’s general lighting instead,” he said.
Dr Fan said despite his expertise in eye treatment and his continued efforts to keep the department functional since the hospital opened, mismanagement and carelessness by hospital management have sabotaged his work.
Currently, he works alone in the department, attending to about 40 patients per day without any assistance from nurses.
“Every day, about 100 people come here seeking eye services, but since I work alone, I can only attend to 40. I had arranged for three nurses to assist me, and when they did, we managed to see 100 patients a day. However, without my knowledge or explanation, management held a meeting with all nurses and ordered them not to work with me. Now I am alone, with no resources,” he said.
Dr Fan also raised concerns about poor management practices, accusing hospital authorities of incompetence and self-interest.
“Because of mismanagement and the desire for personal benefit, many medical machines are lying unused. Most practitioners do not even know how to operate them. When it is requested that staff be sent to China for training, management select themselves and their favourites—without consulting department heads.
They attend these trainings for the per diems but return without sharing any knowledge or even submitting reports,” he said.
He emphasized that the Eye Department—and other hospital units that were originally envisioned to address Lesotho’s medical challenges—are now crippled by mismanagement.
Due to the lack of resources, Dr Fan said he is often forced to transfer patients to Bloemfontein for procedures such as cornea surgeries, despite having the expertise to perform them locally.
“I transfer patients for medical procedures that I am qualified to perform. We have the machines, but not the supporting resources,” he concluded.
The Maseru District Hospital and Eye Clinic is a 200-bed facility established through a CNY 400 million (almost M1 billion) donation from the Chinese government. The People’s Republic of China’s Shanghai Construction Company began construction in April 2021 and completed it in April 2024.
