‘Coalition government wants SA to swallow us’

MASERU — Former premier Pakalitha Mosisili says the coalition government’s push for dual citizenship will effectively result in Lesotho being “incorporated into South Africa” at great cost to Basotho. Mosisili was speaking at his party’s Democratic Congress (DC) rally in Kolonyama constituency on Sunday. He said hardly before the coalition government had settled into office Home Affairs Minister Joang Molapo is already “talking about dual citizenship”.

“Now that they have taken over government power, Home Affairs Minister Joang Molapo is talking dual citizenship and the incorporation of Lesotho into South Africa,” Mosisili said. “I say to Basotho, watch out because there is danger lurking on the horizon.” Dual citizenship is a highly emotive issue among Basotho some of whom also hold South African citizenship. Two years ago, a Lesotho envoy in South Africa angered the then government led by Mosisili when he began lobbying for dual citizenship for Basotho nationals in South Africa.

There was a move to push for the amendment of the constitution to allow dual citizenship for Basotho, many of whom have been at the receiving end of law enforcement agencies in South Africa.
There were allegations that some Basotho who were given IDs before South Africa’s first democratic elections in 1994 were now being denied their right to that country’s citizenship and were being deported to Lesotho illegally.
While Lesotho does not allow dual citizenship, the coalition government is on record as having said it was weighing its options to deal with the issue adding “amending the dual citizenship clause is one of the options on the table”. But Mosisili said the government should tread carefully because Lesotho with its almost two million people will be “swallowed by South Africa”.

“There are 46 million people in South Africa comprising Basotho, Shanganis and Zulus. If we were to allow for dual citizenship, they would swallow us raw because they will also seek Lesotho citizenship,” Mosisili said. “This is one way this nationalist government is intending to hand us over to South Africa. I therefore urge you people to be careful, very careful.”

He added: “I’m not being malicious, I’m only telling the truth as it is. I therefore urge Basotho to be vigilant and seriously scrutinise this dual citizenship issue. Lesotho has been bought with a heavy price, Basotho’s blood which was spilt in the past.” The former premier said he was not surprised that the coalition government made up of the All Basotho Convention (ABC), Lesotho Congress for Democracy (LCD) and the Basotho National Party (BNP) is hell-bent on selling out Lesotho to South Africa because the nationalist movement was established for the sole purpose of helping the colonial masters “to further enslave Basotho”.

“The nationalists do not have any other plan but to torment Basotho. They were established by the whites to stop Ntsu Mokhehle (founder of the Congress movement in Lesotho) and others from emancipating Basotho from slavery,” Mosisili said. “The congress ideology advocated for Lesotho’s independence while the whites were hell-bent on having Lesotho incorporated into South Africa.”
Mosisili added that during the reign of former premier Leabua Jonathan between 1970 and 1986 the nationalists were popular for “expelling Basotho from their jobs in the civil service”.

“Even the nationalists of today continue to expel Basotho from work. In my opinion, the dog has gone back to its vomit,” Mosisili said. Mosisili continued his tirade, saying the ABC and BNP nationalists, with their 35 combined parliamentary seats, could not dream of governing Lesotho until Deputy Prime Minister Mothetjoa Metsing’s Lesotho Congress for Democracy (LCD) joined the nationalists “by combining their own 26 seats to come with 61 seats to govern”.

“There was no way they could have formed government with only 35 seats. The truth of the matter is that the people who brought the nationalists back into government are those of Metsing’s LCD,” Mosisili said. “It’s unfortunate that after suffering at the hands of the Nationalists, our very own congress people give them governance on a silver platter.”

THE D-DAY FOR LEKHOABA AND MOSISILI: THE COUNTDOWN TO THE JUDGEMENT DAY ON FRIDAY OCTOBER 26 2007

The first skirmishes of Reverend Lekhoaba and the government of Lesotho started on the afternoon of Tuesday February 2007, when Harvest FM suddenly went off air. The supporters of the station soon gathered near the stations residence. The station got back on air the following day after the supporters marched to the PS of communications. But the darling of the station, Reverend Adam Lekhoaba was no more in the country as he had been deported into South Africa.

Monday 21 May 2007. The exiled Reverend Lekhoaba of Harvest FM called to his radio station that morning put the city of Maseru onto a complete surprise. He reported that he was investigating the citizenship of the Cabinet ministers of Lesotho. Among his find outs was that a Mosotho man by the name of Bethuel Pakalitha Mosisili posses a South African ID. He said he was also investigating the properties that are owned by these ministers in South Africa. These were very startling news as Lekhoaba was expelled from Lesotho because the government said he owned a South African ID. Meanwhile Lekhoaba had filed a case against the authorities of Lesotho for having expelled him from Lesotho. That dramatic court battle was scheduled to take place on the 11th of June 2007.

Wednesday 23 May 2007. Some judges who were appointed to conduct the coming case of Reverend Lekhoaba apparently were not interested in doing so, because they found the case too sensitive to shake the foundations of the country’s peace. They proposed measures to try to stop the going on of that trial. The courts began their work two hours late on Tuesday 22 May because these judges were on meeting about the issue of Reverend Lekhoaba’s case. The news of the South African ID of the Prime Minister shook the lowlands of Lesotho.

The revelation of Mosisili’s South African ID has forced the LCD and the Speaker of parliament to pass a vote of confidence to Mosisili in parliament that was scheduled for Thursday 24 May 2007 but it never materialised.

  18. Lefefooane says:

Mosisili has a south African ID. He is a dual citizen of both Lesotho and South Africa. He enjoys benefits of dual citizenship but as usual he prohibits his fellow followers to enjoy the same. I used to get annoyed during the hey days of LCD to see extremely poor LCD followers singing on LTV and wondered why MCCD is not uplifting them. I was then told that among mccd supporters there is segment whose job is soleley to sing, remain poor and stay in the dark. Bano ke ba hailang. Now I understand. This man continues to perpetuate the same mischeif. He does not want to upliftt his fellow followers. O ba foqa leshano feela ebe ba ea lilietsa.

Mehlolo kannete, motho o ipotsa hore na ka 2010 when Lesotho parliament made that notorious Land Act 2010 which now allowed foregners to get/buy land in Lesotho where were mccd and his followers. They ammended the land act of 19979 which prohibited foreigners to acquire land rights in Lesotho and replaced it with land act of 2010 yet today mccd unashamedly tells his supporters that “there will be influx of foreigners” if we allow dual citizenship.

Porr mccd has south african ID but ha ana le litlhong tsa hore Mapotona a e hane. Rona re batla dual ntate. Otherwise put the whole thing for a national referundum then we see what Basotho say.

  19. Lefefooane says:

This stance of DC is once again alienating it from the voters. All our diaspora want in RSA want dual citizenship so that RSA police stop harassing and deporting to LEsotho. We the ABC will go campaign and tell them that we need to pass dual citizenship for their benefit. The we will get all the votes of migrant workers from miners to basali ba makicheneng. Those migrant workers will not vote DC because of its selfish stance. All people along the border towns of Maseru, Mafeteng, Maputsoe, Mokhotlong, Qachasnek, and some parts of Thaba Tseka want dual citizernship. Infact Bo Ramatekoane boohle ba ea Natala ba batla Dual. Now this clueles DC gets disenfranchised from the rural vote whose majority of families survive on remittances send home from the diaspora in RSA. 4503145494182.

This man has an RSA ID number 4503145494182 yet he claims that RSA will swallow us if we also acquire them. Why didn’t RSA swallow us after he(mccd) got the 4503145494182 ID? I hate cheap politics. We should by now be debating real issues vis aviz mashano a kang ana a batho ba baholo. He knows very well that he is lying. His only fear is that he does not want more Basotho being empowered lest they cease to sing praise songs for him. Remember mccd has taught Mapotoana that he is irreplacable, that is why he can’t give Mahaltere chance to lead. Nxa.

  26. Mike says:

It is very sad when people who claim to be in the know are so shallow. People must do thorough research before they open their mouths. IDs in South Africa are categorised as follows: for people who are SA citizens by birth and descent, they are allocated a different number (0) at the end than those who have beeen naturalised (8) and those who are on a permanent residence status (2). In the most published number of Mosisili, Basotho should note that his number ends with a 2. This means that after working as a documented resident in South Africa for over 5 years, he QUALIFEID (was eligible) to apply for PRS. In that way he does not have certain rights similar to the two groups. He cannot vote or be voted for.
I have always wondered why it does not bother those who consider themselves as elites to realise that even at the hype of fighting Mosisili the issue of his citizenship never arose.
Its very sad to follow debates by people whose basis for arguments is hatred, deceit and lies. Instead of addressing critical issues whereby a person who has been naturalised (has full rights in South Africa) because his mother is a South African , has a company operating throughout South Africa, and chose to elevate his status to that of a CITIZEN in order to compete freely in the economic space of South Africa, they say Mosisili is ‘ hell bent to keep Basotho in the dark ages’. This South African citizen has taken oath of allegiance in South Africa but is a MINISTER in Lesotho! When he drags Basotho to dual citizenship in order to justify and legalise this hillarious and abhorrable act, some people find this in order. What a disgrace!

  27. Mike says:

You will note that I deliberately left out matters that are not completely relevant to the point in issue. These include the first six digits and the rest. If you are interested in how the SA id is made up of you can do your own research. Enjoy the ride into scholarly research and not mere political rhetorics which will not develop the country but serve petty bourgeoisie and political fanatics.

  28. Mike says:

Sorry. Actually, the citizenship number is the 11th digit.

  30. Lefefooane says:

@Mike, The Mosisili ID Number 4503145494182. matter refers. I have a number of issues to submit:
    1. Kea qaboha, the way you are at pains having to justify why it is proper for mccd to have the RSA id while he denies us to heve them.
    2. It does not matter which category, if any at all, mccd ID belongs. The fact of the matter is that mccd has RSA ID number 4503145494182. Period. He has the green bar coded RSA ID.
    3. In any case, the only thing that Mosisili cannot do is to seek to be South African president, otherwise he enjoys ALL the benefits any RSA citizen enjoys. Mosisili o mpa a ke ke a ba presitent ea RSA. Ke phetho. That is the only difference. In any case even if he would love to be RSA president he would not make it because he is a weak leader. 33. Lefefooane says:

According to the South African Home Affairs, the man Pakalitha Bethuel Mosisili (ID Number 4503145494182) was born on 14 March 1945. The same RSA home Affairs tells us that the male person Pakalita Bethuel Mosisili (ID Number 4503145494182) got married on 30 June 1972.

  34. Letlama says:

I really do not understand why the dual citizenship proposal is such a big issue, most developed countries provide the facility and never scared of being swallowed by others. I know many RSA citizens concomittantly enjoying the benefits of Britian without any threat of the above. I reckon that the current government educate people on dual citizenship to a point where they would see through misguidance of political opportunists of the likes of MCCD. Make your personal assignment you reading here to carry the message to your grannies and everybody else naive to be misled likhomo basotho.

  35. Mike says:

You can lead horse to water but you cannot make it drink. I was merely giving people a free ride to free education. By the way I have issues about Mosisili’s inadequacies cum incompetencies. I just thought I should redirect the debate to more salient issues which the response(s) on my input have failed to address. One free ride before I degenerate to being a member in the world of CHARLATANS : All these types of iIDs are green and bar coded. ual citizenship will NOT benefit the low sectors of society as some people would want to make us believe. Only the elite, with skills to export to foreign countries qualify (and will continue to qualify) for DOCUMENTED stay in foreign countries. This excludes groups such as factory workers and domestic workers.
@Siripitla point here is: there are people who have TAKEN AN OATH OF ALLEGIANCE IN OTHER COUNTRIES WHO HOLD SENIOR and key POSITIONS in our country.

  36. Mike says:

@Siripitla continued: Nothing and nobody says anything about them. A PERMANENT RESIDENT DOES NOT TAKE AN OATH OF ALLEGIANCE IN ANOTHER country. That oath is taken by people who have ELEVATED THEIR STATUS from PRS to CITIZENSHIP. Issues with Mosisili SHOULD NOT DERAIL the people fromthe real challenges facing the country and how to resolve them. I wish to concluding by all proponents of dual citizenship to CONSIDER the country’s position and history. Anything else might result in undesirable results….supposing people are driving another agenda – incoporation. Something that peoplemust come out square and clean and let the nation have a robust and informed debate on the matter.

  37. Lefefooane says:

@Mike, while you seem to be so obsessed with educating people about RSA id’s why then don’t you educate mccd to stop misleading his flock that dual citizenship is tantamount to “being swallowed up”. Why aren’t you giving us examples of countries that got “swallowed up” because of dual citizenship? I have never known any territory that got swallowed up simply because its inhabitants had dual citizenship. Taba ena ke leshano le mpipi leo moetapele enoa ea nag le ID ea RSA a le joetsang linku tse mo latetseng. In fact by now we should be debating the pros and cons of dual citizenship had we not been intruded by mccd.

  38. Thuto says:

Mike, my advice to you is that YOU SHOULD NOT grace these charlatans with a response. Why on earth would anybody afford to ignore factual arguments you have raised above. How many countries in the world are surrounded by ONE country? These people must simply wake up and smell the coffee. Shame on our so called ‘elites’ who are simply driven by emotions. Our youth should do themselves a Cavour and stop ‘bickering’ about issues they have neither researched nor ready to learn from those who bother to do their ground work before they open their mouths.

  39. lofo says:

The points raised by both Mike and Lefefoone are important. It is good to know about the different categories of IDs, it is equally important to point out that Mosisili and his children have IDs. It is misleading to say dual citizenship will lead to RSA swallowing Lesotho. Dual citizenship law will not only pertain to RSA and Lesotho only but to any other country that Lesotho citizen wants to acquire citizen status and that particular country has laws permitting such status. We may even go further to allow multiple status. Scare tactics only serves to keep Basotho captive voters for the likes of Mosisili. @ Mike, a lot of Basotho are getting educated evry year and are graduating in droves from higher education institutions. They need opportunities in the region, the world and in RSA. RSA has given the miners IDs, how low can one go? So your theory cannot stand.

Do you feel safer with educated unemployed? Geographical situation between Lesotho and RSA makes it even more imperative to have this dual co-existence, apart from that, dual citizenship is applied for, so there will be no large numbers streaming into Lesotho to overwhelm you and Mosisili,

This backward and self-centered approach by Mosisili and his ilk smacks of hypocrisy because it is a well known fact that many of his colleagues and their family members have RSA IDs. All of us want freedom of movement and the ability to make anywhere on the planet, and people like Mosisili are bent on denying Basotho those opportunities through outdated constitution. If you love your people let them have freedom to choose. Basotho will never leave Lesotho, but rest assured that Basotho in RSA that you want to deny the freedom, are the same Basotho that you expect to come home to vote for you Tau-ea-Thaba.

Mofokeng please stop playing cheap politics. You stayed in the Bantustans but still came back home to Lesotho with your ID, you made your choice, now you think others are not capable of making tha same choice? Stop insulting our intelligence. Basotho ha se bana. Lets open the the opportunities to all.
